From paper to digital: the modernization of paralegal processes in the context of e-government

In August of this year, the Ministry of Management and Innovation in Public Services (MGI) announced that, since the launch of the National Electronic Process Program (ProPEN), more than 52 million digital processes have been generated in partnership with states and municipalities. The initiative highlights how digitization can increase efficiency, reduce costs, and promote greater transparency in complex administrative procedures.

In the corporate context, all Brazilian Commercial Registries have adopted the GOV.BR Electronic Signature service since 2013, allowing for the fully digital formalization of documents such as articles of incorporation and corporate amendments. This evolution has modernized corporate procedures, making the work of companies and paralegals who deal with registrations and contractual amendments more agile and secure.

With this digitization, paralegals have taken on a new strategic role. Tasks such as company registration, contractual changes, and issuing certificates – which previously required travel and large amounts of paper – are now performed digitally. This requires professionals who are able to master technological tools and adapt to increasingly integrated workflows.

The trend is for this movement to continue expanding. The president of the National Federation of Commercial Boards (FENAJU), Gregória Benário, recently pointed out that the Boards have been taking on the role of “drivers of digital transformation” in public management, driving changes in state, municipal, and federal agencies.

According to her, this advance reflects a growing demand for agility, security, and transparency in company registration and management procedures – a path of no return that directly influences the private sector, especially in the legal and corporate areas.
